Thomas Unise

I work on AI infrastructure at eeko systems in Minnesota, setting up local GPU systems, hosting and managing models for businesses, and building applications and automations on top of them. Much of that work uses open-weight models running on our own hardware.

That experience led me to write these drafts. My concern is that rules focused on a model’s capabilities could unintentionally restrict legitimate work, including running models locally or using AI to secure a business’s systems. I wanted to contribute a practical perspective on how legislation could protect those uses while addressing harmful conduct.

I wrote these independently, without compensation. My background is technical, and I recognize that turning these ideas into sound legislation requires legal expertise, policy experience, and perspectives beyond my own. I welcome corrections, criticism, and suggestions.
